GIMP is free and so is Draw [the included OpenOffice.org suite's imaging program]

Both of these programs have nearly all the same capabilities as Photoshop. If you're familiar with Photoshop there is a relearning curve as processes may have different names, locations or shortcuts. If you're not then just play around with either of them and learn which will do what you want/need.

Plus there's GIMPshop that reorganizes GIMP tools like the PS UI.

I think Lifehacker.com has lists of free apps if you want others. IrfanView, and AviSynth for video, has more scaling options than Photoshop.
